Appointing Cecil Clay a Trustee of the Reform School of the District of Columbia. Countersigned by Attorney General A.H. Garland and with the embossed, orange-foil seal of the Department of Justice at lower left, intact except for two "teeth." Very good; toning, folds and one small tape mark in lower, blank area. Accompanied by a 1½ x 2¾ in. card signed by T[homas] A. Hendricks, who served as Cleveland's Vice President from March 4, -November 25, 1885, when he died in office. In the controversial presidential election of 1876, Hendricks had been Samuel Tilden's choice to run as Vice President.
